SERAP Challenges Buhari to Provide Agreement With Twitter
Socio-Economic Rights and Accountability Project (SERAP) has urged President Muhammadu Buhari to provide a copy of the agreement the federal government had with Twitter, social media company.
FG had on Wednesday, January 12, announced that it has reached an arrangement with the micro-blogging site to lift the ban it placed on its use in Nigeria on June 4, 2021.
Now, the organisation is calling on the President to use his good offices and leadership position to direct Mr Lai Mohammed, minister of Information and Culture, to provide it with a copy of the agreement recently signed with Twitter, and to widely publish the details of any such agreement.
SERAP also urged him to “direct Alhaji Lai Mohammed to clarify the manner and scope in which the agreement with Twitter will be enforced, including whether the agreement incorporates respect for human rights, consistent with the Nigerian Constitution 1999 [as amended] and international obligations.”
In a letter dated January 15, 2022, and signed by Kolawole Oluwadare, SERAP deputy director, the organization said: “Publishing the agreement would enable Nigerians to scrutinize it, seek legal remedies as appropriate, and ensure that the conditions for lifting the suspension of Twitter are not used as pretexts to suppress legitimate discourse.”
SERAP said: “Publishing the agreement with Twitter would also promote transparency, accountability, and help to mitigate threats to Nigerians’ rights online, as well as any interference with online privacy in ways that deter the exercise of freedom of opinion and expression.”
According to SERAP, “Nigerians are entitled to their constitutionally and internationally recognized human rights, such as the rights to freedom of expression, access to information, privacy, peaceful assembly, and association, as well as public participation both offline and online.”
“Any agreement with social media companies must meet constitutional and international requirements, including legality, necessity, proportionality, and legitimacy.
“This means that any conditions for lifting the suspension of Twitter must meet the requirements of regular legal processes and limit government discretion. Secretly agreed conditions will fail these fundamental requirements.
“The government has a duty to demonstrate that the conditions for lifting the suspension of Twitter would not threaten or violate the enjoyment of Nigerians’ human rights online and that the conditions are in pursuit of a legitimate goal in a democratic society.
“SERAP is concerned that the operation and enforcement of the agreement may be based on broadly worded restrictive laws, which may be used as pretexts to suppress legitimate discourse, interfere with online privacy, and deter the exercise of freedom of opinion and expression,” it also stated.
It added: “For example, the statement by the government announcing the lifting of the suspension of Twitter used overly broad terms and phrases like ‘prohibited publication’, ‘Nigerian laws’, ‘national culture and history’. These open-ended terms and phrases may be used to suppress the legitimate exercise of human rights online.
“Any agreement with social media companies must not be used as a ploy to tighten governmental control over access to the internet, monitor internet activity, or to increase online censorship and the capacity of the government to restrict legitimate online content, contrary to standards on freedom of expression and privacy.
“SERAP notes the interdependence of human rights, such as the importance of privacy as a gateway to freedom of expression.
“Section 39 of the Nigerian Constitution, article 9 of the African Charter on Human and Peoples’ Rights and article 19 of the International Covenant on Civil and Political Rights guarantee the right to hold opinions without interference, and the right to seek, receive and impart information and ideas of all kinds, regardless of frontiers and through any medium.
“The Nigerian Constitution and human rights treaties impose duties on your government to ensure enabling environments for freedom of expression, privacy rights, and other human rights, and to protect their exercise.”
SERAP noted that “While human rights law requires States to prohibit ‘advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence’, States must still satisfy the cumulative conditions of legality, necessity, proportionality and legitimacy in any agreement with social media companies.
“Your government has a legal obligation to promote universal Internet access, media diversity, and independence, as well as ensure that any agreements with Twitter and other social media companies are not used to impermissibly restrict these fundamental human rights.
“By the combined reading of the provisions of the Constitution of Nigeria, the Freedom of Information Act 2011, and human rights treaties to which Nigeria is a state party, there are transparency obligations imposed on your government to widely publish the agreement and details of the conditions upon which the suspension of Twitter was lifted.
“It is stated in the statement by the Federal Government that Twitter has reached an agreement with the government ‘to manage prohibited publication in line with Nigerian laws.’ We would be grateful for clarifications on the definition of ‘prohibited information,’ and the specific applicable Nigerian laws in the context of the agreement.
“It is also stated in the statement by the Federal Government that Twitter has agreed to ‘act with a respectful acknowledgement of Nigerian laws and the national culture and history on which such legislation has been built.’ We would be grateful for clarifications on the specific and applicable Nigerian laws, national culture, and history upon which the operation and enforcement of the agreement will be based.
“We would be grateful if the requested information and details are provided to us within 7 days of the receipt and/or publication of this letter. If we have not heard from you by then, SERAP shall take all appropriate legal action in the public interest to compel your government to comply with our request.
“According to our information, the approval was given to lift the suspension of Twitter operation in Nigeria effective from 12 am 13th January 2022 following the memo sent to you by the Minister of Communications and Digital Economy, Prof Isa Ali Ibrahim. The decision to lift the suspension was reportedly based on the recommendations by the Technical Committee on Nigeria-Twitter Engagement.
“SERAP notes that Alhaji Lai Mohammed on 5th June 2021, announced the suspension of operation of Twitter by the Federal Government, following which a seven-man Presidential Committee was set up to engage Twitter Inc. The Presidential Committee, in turn, established a 20-member Technical Committee, which reportedly directly worked with the Twitter team.”
The letter was copied to Mr Lai Mohammed and Mr Abubakar Malami, SAN, Attorney General of the Federation, and Minister of Justice.

NIMC Trains 388 Personnel to Boost NIN Enrolment
National Identity Management Commission (NIMC) has kicked off a three-day training program for 388 personnel aimed at enhancing the National Identification Number (NIN) enrolment process across the country.
The training, tagged “Refresher Training of Trainers on NIN Integration to the National Social Register: Technical and hands-on devices and field operations and procedures”, is in collaboration with the National Social Safety-Net Coordinating Office.
The training is also to equip personnel with the necessary skills to efficiently handle the complexities of enrolment processes
In her address at the event held in Port Harcourt on Monday, Abisoye Coker-Odusote, director-general and chief executive officer, NIMC, noted that the initiative aligns with the commission’s overarching goal of achieving secured and great success for the Renewed Hope social initiatives.
Represented by Adedapo Adedoyin, her technical advisor on ICT, the NIMC DG said the event is a pivotal initiative that marks a significant step forward in our mission to enhance and modernize the National Identification Number enrolment process across Nigeria.
She stated, “Today, I am pleased to announce the launch of a comprehensive training program aimed at refreshing the technical and operational skills of the National Social Safety-Net Coordinating Office State Operations Coordinating Unit and NIMC staff.
“This initiative focuses on practical and field-based exercises, ensuring that our teams are well-equipped to handle the complexities of enrolment processes with precision and efficiency.
“This initiative aligns with our overarching goal of achieving secured and great success for the Renewed Hope social initiatives. Through verified digital identification, we aim to improve the lives of Nigerians by providing them with access to essential services and opportunities that require a reliable and secure identity verification system”.
Coker-Odusote explained that the training program will be conducted in two batches, encompassing four states: Kwara, Nasarawa, Kano, and Rivers. A total of 388 attendees will participate in this initiative, including 225 NASSCO State Operations Coordinating Unit representatives, 35 NIMC facilitators, and 128 State support staff.
She added, “The sessions are meticulously designed to foster knowledge sharing and hands-on experience with NIMC’s enrolment device and software, ensuring that our personnel are adept at using these tools to their full potential.
“By empowering our teams with enhanced skills and practical experience, we are setting the stage for more efficient and accurate NIN enrolment processes across the nation”.
Coker-Odusote further said the training program “is a crucial step toward achieving the World Bank’s Identification for Development Initiative target of enrolling 180 million Nigerians with secure digital IDs.
“By bolstering our technical and operational capabilities, we are ensuring that NIMC is well-positioned to meet and exceed this target, thereby contributing to the global vision of inclusive and accessible digital identification for all”.
The NIMC boss8 called for collaboration between all stakeholders saying, “As we embark on this journey, I urge all participants to embrace this opportunity for growth and development.
“Together, we can build a robust and efficient National Identification System that will serve as the cornerstone for Nigeria’s social and economic progress.”

Kaspersky Discovers New Scam Scheme Targeting Businesses on Social Media
Kaspersky experts have uncovered a new phishing scam targeting businesses that promote their pages on Facebook. Scammers send emails allegedly on behalf of Meta for Business – Facebook’s platform for businesses – claiming the recipient’s page contains prohibited content.
The email suggests users provide explanations in order for their account and page to be unblocked. The goal of the attackers is likely to get access to users’ business accounts.
Kaspersky’s anonymised data shows that such emails started reaching users on 14 December 2024, with complaints coming from organisations all over the world, including the Middle East, Turkiye and Africa.
By examining the “From” field in the email it can be seen that the domain does not belong to Facebook. According to Kaspersky data the emails that this campaign used were sent from different domains.
The link in the email redirects users to Facebook Messenger. On Messenger, the account posing as Facebook’s support team appears legitimate, creating a false sense of trust.
There is an indication that this is a fan page, but it is easy to miss in a situation of high stress after being accused of spreading illegitimate content.
This scheme stands out for its sophistication. Unlike earlier scams that accused users of copyright violations and directed them to respond via email, this approach simulates internal communication on the Facebook platform itself.
“In 2025, we anticipate a rise in attacks leveraging social engineering and user trust in major platforms. Scams like this are becoming more sophisticated as attackers strive to mimic official services closely.
“Users must remain vigilant, verify the authenticity of messages, and avoid clicking on suspicious links. We strongly advise users not to engage with suspicious accounts and to activate additional security measures, such as two-factor authentication.
“If you receive such an email, report the incident to Facebook’s support team and update your passwords immediately if any information has been compromised,” comments Andrey Kovtun, Email Threats Protection Group Manager at Kaspersky.
