NCC Eyes Swedish’s SPIDER Initiative for ICT Capacity Building, Improved Broadband
Nigerian Communications Commission (NCC) is considering exploring the capacity development and focus of the Swedish Programme for ICT Development in Emerging Regions (SPIDER), to improved broadband development in Nigeria.
The SPIDER is a center at the Royal Technical University (KTH) in Sweden that mobilizes a network of Swedish and international experts on Information and Communication Technologies for Development (ICT4D) to help developing countries use ICT effectively and strategically to advance core development and poverty-reduction goals.
NCC on Thursday (9th January 2020) hosted Mr. Carl Grans, Swedish Ambassador to ECOWAS, Ghana, Cameroon and Nigeria, at its Head Office with discussions centering on how the country can enhance Information and Communication Technology (ICT) capacity development and broadband penetration in Nigeria though the Swedish offer.
This is in line with the Commission’s 8-Point Agenda, one of the pillars of which focuses on Strategic Collaborations and Partnership towards accelerating digital access and skills development in the country.
While receiving the Ambassador and team, Prof. Umar Danbatta, executive vice chairman (EVC) of NCC, said the meeting was at the instance of the Commission, based on the Commission’s assessment of the offer for capacity development and focus of the Swedish Programme for ICT Development in Emerging Regions (SPIDER), a dedicated programme instituted to provide capacity building in emerging markets.
Professor Danbatta said that the Swedish Post and Telecom Authority (PTS) had earlier trained some Nigerians. Thus, Danbatta stated that further collaboration to build capabilities of Nigerians on ICT will increase human resources and capacity in the ICT sector towards deepening broadband penetration.
The EVC stated that further capacity building of Nigerians on ICT tools and skills will start with agencies in the Federal Ministry of Communications and Digital Economy (FMoCDE) in the context of train-the-trainer arrangement, and the beneficiaries in the agencies will proceed to train other Nigerians.
Responding to the EVC, Ambassador Carl Michael Grans said that “5G technology and Internet of Things (IoT) are crucial to transforming the industry and production in a way that can’t really be seen yet, but a digital revolution is really imminent worldwide”. Grans acknowledged that Nigeria is ready for the digital revolution considering the approval given to conduct 5G tests recently.
Professor Danbatta thanked the Swedish government for the capacity building programmes and reiterated that one of the priorities of the Nigeria Government is to facilitate the migration of millions of Nigerians out of poverty traps through ICT capacity development, skill impartation and effectively driving the digital economy processes.
“We hope that the Embassy will continue to facilitate this kind of intervention to NCC and other agencies of government in Nigeria and Africa, and we also hope to benefit from the wealth of experience especially of Sweden, being a leading broadband market,” the EVC said.

Meta Plans $10Bn Subsea Cable Project to Boost Connectivity
Meta, the parent company of Facebook, Instagram, and WhatsApp, reportedly plans to invest over $10 billion in a privately owned subsea cable network spanning more than 40,000 kilometers.
This ambitious project aims to enhance Meta’s control over its vast internet traffic, reduce dependence on telecommunications companies, and mitigate geopolitical risks.
The proposed route is expected to connect the U.S. East Coast to India via South Africa, and then from India to the U.S. West Coast through Australia, forming a “W” shape around the globe.
The initiative reflects Meta’s strategic move to secure its infrastructure amid growing geopolitical tensions and concerns about the vulnerability of undersea cable.
According to sources close to the company, the initiative, still in its early phases, would be Meta’s first fully owned and operated subsea cable.
This bold move underscores Meta’s focus on strengthening infrastructure to support its platforms, which generate 10% of fixed and 22% of mobile internet traffic globally, as first reported by TechCrunch.
Sunil Tagare, industry expert, who reported the plans in October, noted that the project’s initial budget of $2 billion will likely increase significantly.
“This is a monumental project in both investment and scale. The shortage of cable-laying ships and resources could lead Meta to build the cable in phases,” Tagare explained.
Although Meta has yet to publicly confirm the plans, an official announcement regarding the route, capacity, and objectives is anticipated in early 2025.
Logistical Hurdles: Meta faces difficulties securing the resources needed for a project of this scale. Cable-laying ships are in limited supply, with tech giants like Google already monopolising contracts with firms such as SubCom.
Tight Market Conditions: Ranulf Scarborough, a submarine cable industry analyst, highlighted the constraints. “The tight market for specialised resources means Meta may need to adopt a phased construction approach, potentially extending the timeline.”
Meta’s infrastructure initiatives are led by Santosh Janardhan, its head of global infrastructure. Reports suggest the project is being developed from its South African operations, indicating the growing significance of emerging markets in Meta’s strategy.
Traditionally dominated by telecom carriers, subsea cable construction has seen a shift as content-driven companies like Meta seek greater control over the infrastructure delivering their services.
If successful, this cable will strengthen Meta’s ability to handle data traffic independently, reduce reliance on shared networks, and unlock opportunities in underserved regions.

It emphasised the product’s ability to simplify payment processes through a user-friendly scan-to-pay feature, reduce transaction costs for merchants to boost profitability, and ensure secure transactions by eliminating the need for physical cash or cards.
The NQR also provides merchants with instant value for transactions, improving cash flow and operational efficiency, while promoting access to digital payment solutions to advance financial inclusion.
The 2024 NQR AGM brought together key stakeholders, including the Chairman, Vice Chairman, and members of the Committee of e-Business Industry Heads (CeBIH), alongside senior executives, NQR Champions, and product managers from all participating banks.
